25. Prosecuting Officer: (1) Prosecution of cases relating to offenses under the Act and these Rules; and The right to withdraw shall be vested in the custodian.
(2) Without adversely affecting the proper enforcement of sub-rule (1), the Assistant Conservator and the ranger shall be empowered to take action and punish the following offenses in the absence of a guardian :-
